Most laws cover **all packaging sold into the state**, not just consumer‑facing SKUs. Returnable dunnage counts unless it achieves a specified reuse or recycling rate—something Vantage already enables through Edge Materials Management.

- Map SKUs to state definitions (rigid plastic, film, EPS, mixed material).

- **RFID/QR digital product passports** streamline fee calculation and recycling verification.
- **AI‑driven waste analytics**  predict scrap streams and optimize PCR blends.
